Build BW utilized Indiana’s BOT statute to adaptively reuse a vacant middle school into the 247,000-sf Delaware County Justice Center, consolidating all justice departments, including a 500-bed jail, without change orders.

The Delaware County Justice Center stands as an example of adaptive reuse, strategically addressing the County’s growing long-term justice system space requirements. Rather than building anew, the County acquired a vacant middle school in close proximity to existing facilities with the vision of transforming it into a comprehensive justice hub. To bring this ambitious project to fruition, Delaware County partnered with Build BW, utilizing Indiana’s BOT statute for the development and construction of the all-new facility.

The Justice Center consolidates all county justice departments under one roof, fostering operational synergy. At over 247,000 square feet across two levels, the facility seamlessly interconnects the prosecutor’s office, probation services, five courts, the clerk’s office, family support, the sheriff’s office, community corrections, a 500-bed jail, and essential support spaces. This significant undertaking was successfully completed in 2020 without a single change order to the owner.
